In Casarsa, we got stopped by these guys (the car version) because we looked foreign, and they wanted to know who we were and why were were there. These are like the Nat'l guard/police. During war times, they serve in in the army, during peace, they are like State Troopers. They are called Carabinieri because they carry Carbines.
